Earn an Award for just participating in one Event per month this summer!
A pack can qualify for the National Summertime Pack Award certificate and streamer by planning and conducting three pack activities—one each in June, July, and August. This award can be an incentive for greater attendance at your summer pack activities.
Qualifying packs receive a colorful streamer for their pack flag. Dens with an average attendance of at least half their members at the three summer pack events will be eligible for a colorful den participation ribbon. Boys who participate in all three pack events are eligible to receive the National Summertime Pack Award pin, which they can wear on the right pocket flap of their uniform.
The purpose of the National Summertime Pack Award is to encourage packs to provide a year-round program by continuing to meet during the time periods when school is out of session for several weeks or months. If a pack is in a "year-round school" (or is part of a home-school association), the pack could earn the Summertime Pack Award by having a special pack activity during those breaks.
An application for the National Summertime Pack Award may be downloaded from the Cub Scout forms page on www.scouting.org.

YOUTH PROTECTION TRAINING
Effective June 1, 2010:
- Youth Protection training is required for all registered volunteers.
- New leaders are required to take Youth Protection training before they submit an application for registration. The certificate of completion for this training must be submitted at the time application is made and before volunteer service with youth begins.
- Youth Protection training must be taken every two years. If a volunteer’s Youth Protection training record is not current at the time of recharter, the volunteer will not be reregistered.

To ensure these policies are fully implemented, please take the following steps:
- If you have not taken Youth Protection training within the past two years, please log on to MyScouting and take the training. Be sure to have your member ID number. The number can be found on your Boy Scouts of America membership card.
- If you do not know your member ID number, contact your unit leader or committee chairman. Your council can also assist.
- A person does not have to be a registered volunteer or have an ID number to take Youth Protection training. To take the training, log in to MyScouting and create an account. From the MyScouting portal, click on E-Learning and take the Youth Protection training. Upon completion, print a certificate and submit it with an application or submit to the unit leader for processing at the local council.
- If you have taken Youth Protection training online but did not input your member ID number, please log on to MyScouting and input your member ID in the My Profile section so the training will be linked to your records.
- If you have taken Youth Protection training within the past two years but did not take the course online, log on to MyScouting to ensure your records are up-to-date, or contact your council for verification that your Youth Protection training records are accurate.
- Finally, please share these important changes with other Scouters.

2010 SIGN UP YOUR UNIT NOW TO SELL POPCORN
To begin with the planning process, it is extremely important that we identify now who will be our 2010 Unit Popcorn Kernels. This person will take the lead in ensuring your unit has a successful sale and ultimately the needed funding to provide the best program possible for youth. A good candidate for this position may be someone who has a Scout that has sold high numbers in the past, a parent with a sales background, and/or a high-energy personality that can keep Scouts motivated and enthusiastic about reaching their goals. Ideally, your Unit Popcorn Kernel should be identified and recruited before the end of June. To ensure Circle Ten Council communicates regularly with your Kernel during the sale, please secure your Kernel now and visit www.circle10.org/poptober to access the on-line unit sign-up form. You may also print a hard copy from the website and fax it to Circle Ten Council @ 214-902-6789.
The Circle Ten Council Kickoff is set for the morning of Saturday, September 11th. We will once again hold kickoffs at 3 major locations. The specifics of the locations will be posted on our website www.circle10.org/poptober in the near future. You should begin planning now for your unit kickoff to get all of the sales materials out to your scouts. For best sales results for your unit, your kickoff should be held that afternoon of September 11th.

CENTENNIAL CAMPOREE
A unique tribute to the history, traditions and spirit of the Boy Scouts of America will take place on October 29-31, 2010. Scouts and their leaders from the Circle Ten Council will come together for an outdoor celebration of the century. This event will be held at the Dallas Executive Airport in South Dallas. The Camporee will provide two nights of camping for Webelos, Boy Scouts, Venturers, adult leaders, and our special invited guests.
The Centennial Camporee will be the largest council-sponsored outdoor camping event held in North Texas. Saturday will be filled with competitions, events, an air show, and activities that are designed to offer fun and entertainment for the youth, leaders, and guests.
We expect 8,000 or more participants in this once in a lifetime celebration. Scouts will share the excitement and fun with others who believe in the values of Scouting and will make memories that will last a lifetime.

· Check with your DE or District Kernel for exact date and location for your district
December 4th - Popcorn Money Turn In Day – 10 a.m. to 2 p.m. (extra 1% commission)
· Every unit that turns in their money on or before Dec. 4th will earn an extra 1% commission on top of the base commission of 26%.
· You can turn in your money ANY TIME before then at any of our 3 council office locations during regular office hours.

21 Jamboree Participants Depart

Day Camp: Day Camp was GREAT this year! We had around 100 cub scouts in attendance this year. We have many people to thank for such a great week. Bobby Brown as Day Camp Director, Collette Shelton & Carrie Fry as Program Director. All the Adult staff and Junior Staff thank you. Brookshire’s letting us store lunches in their dairy cooler, First Christian Church for ice every day, Terrell Fire Department for coming out Wednesday, City of Terrell, Terrell ISD and much more. Through the combined efforts we had a great week.
Summer Camp: Summer Camp is still going on and I hope everyone is having a great time!
Roundtable Meetings: Please remember that Roundtable starts back up next month. August 12th at 7:30pm at First United Methodist Church in Canton. We have lots to discuss so please have someone there.

DAY CAMP
Thanks all cub leaders for making the Day Camp a great success. It was well attended and the boys and the leaders had a ton of fun. A round of applause for the staff, the walkers, program managers and parents, it would not have been a success without you. Again, I say thanks.
SUMMER CAMP
You made it through a week of the heat and the mosquitoes and the great camp food. I appreciate all the scoutmaster and assistant scoutmaster that braved the heat take their scouts to Camp Cherokee and Camp Constantin.

The New Year is coming soon and with that is our program preview. The date is August 12 at 7.p.m. The program preview gives you information about the entire year of events. It gives you the time and dates for the Centennial Camporee, Popcorn sales, Parades and all other important information.

JOIN SCOUTING NIGHT
The second Join Scouting Night training will take place on August 12 at Roundtable. Join Scouting Night is one of the most important events we do as Scouters so we want make sure everyone is prepared for this evening at your school or church. It is our big opportunity to bring new scouts and their families into our program. Scouting is about building values, character, and strong families. We need to get the word out! This year the Plano Independent School District granted units use of their facilities for August 26th and Wylie Independent School District granted units use of their facility on September 2nd.
Now is the time to start getting ready for our upcoming School Night. This year we are looking forward to a variety of new recruitment methods. It is vital that your pack leadership is trained and prepared. The first impression you give to new parents and their children is very important. Even if you have organized your pack’s Join Scouting Night before; it is critical that a representative from your pack come to the trainings in May, July and August. There are always new ideas about recruiting – so come and get the latest information from what is successful with other packs. JOIN SCOUT NIGHT
We had our 1st of 2 “Join Scouting Night” training in May. It is time to be organizing your “Join Scouting Night” teams for September. Do not wait until August to recruit your teams. We will have our 2nd “Join Scouting Night” training on August 18 at 7:30 pm. Please, send your whole “Join Scouting Night” teams for your pack for every school to the 2nd training for “Join Scouting Night” on August 18. We will go over how to run your “Join Scouting Night” and give you your JSN supplies. THIS IS A VERY IMPORTANT TRAINING THAT EVERYONE SHOULD ATTEND!

2009 “Cub Scout Investigation” Twilight Camp was a great success! Carlos Leal, Mike Anderson, Melissa Willardson and staff did a great job of preparing, organizing and putting on an AWESOME Twilight Camp for over 325 Cub Scouts and over 125 adults. They did fun activities like building their own wood stool, wood hidden compartment box, making their own radio, doing a project to understand the oil spill in the Gulf better, dusted for fingerprints, games, and of course BB guns and Bows and Arrows! We look forward to having everyone back next year!

2010 MUSTANG CSI TWILIGHT CAMP
We had a great turn out for our CSI Twilight Camp we had over three-hundred families represented between a collaboration of three Districts (West View, Comanche, and of course the mighty Mustang). We had four evenings of great fun, and fellowship. Special thanks to Amy Sanchez our Twilight Director and her Staff Leaders and to everyone who was in attendance and once again all the great leaders that got involved and helped this year! Together we made it possible and helped to put big smiles on each one of our scouts that will last them not only through the summer but possibly their life time. Next year will be even better.
BACK TO SCHOOL BASH
Plan to attend our Aug. 17, 18, 19 Back to School Bash Event once again at Camp Wisdom 5:30pm-9:00pm. Everyone is invited to kick off the new 2010-2011 School and Scouting year! Contact Pete or Horacio for further details.

CUB SCOUT ROUNDTABLE

Our Cub Scout Roundtable staff is led by Roundtable Commissioner Elaine Miller. All Cub Scout Packs from our North District are encouraged to have representation at each Roundtable. Our Cub Scout Roundtable is very active, robust and it has been one the key reasons for so much Scouting success in the North District… These monthly meetings are held on the second Tuesday of each month at the First Christian Church at 1835 Walnut Street in Carrollton. Gathering, fellowship and pack check-in starting at 7pm with programs starting at 7:30pm.

We do not hold a Cub Roundtable for the month of July. We take a month off because most of the participants and staff are vacationing, camping, etc. We hope everyone enjoys their summer!
August Cub Scout Roundtable
Our Cub Roundtable for August is combined with the Boy Scouts Roundtable and will be held at 7:30 on Tuesday, August 10 at First Christian Church in Carrollton. The theme for this roundtable is a "Cooking Competition" between all of the participants and the Cub and Boy Scout Roundtable staffs. Some of our categories to enter in will be Backpack Foods, Desserts and One Dish Meals! The participants attending will vote on their favorites and there will be prizes awarded to the category winners! Participants should be thinking about their winning recipes that they want to make!
SEPTEMBER SCOUTING KICK-OFF EXTRAVAGANZA!
Our September Scouting Kick-Off Extravaganza will involve all leaders and will provide them with information and ideas being presented for the coming scouting year. More details will follow for this event.
Congratulations to all the Cub Scout leaders especially the den leaders from each Pack who come and participate in the Roundtable, the information gained creates the opportunity for scouting to be at its best. It starts with our Tiger Cubs and carries right through each rank advancement and belt loop earned. Did you know that in 2009, we served 2,769 Cub Scouts in 57 Packs from our North District and 1016 of our Cubs advanced in Rank with 98 Webelos Scouts earning the Arrow of Light Award. They say that across our country, that only one boy out of a hundred go on in scouting to earn the rank of Eagle… In our North District our numbers have been much greater, because of the programs offered and the experiences started in Cub Scouting. Your sons have a real chance to move toward that coveted rank of Eagle. We usually see the potential with qualified Eagle Projects, of sixty to eighty Eagles each year, right here
in the North District. Thanks for your commitment and a job well done!

August Boy Scout Roundtable
Our Roundtable for August is combined with the Cub Scouts Roundtable. This is our annual Chili cook-off Roundtable! Please bring your favorite chili recipe to share. Other categories are one pot dinner, hiking recipe, and let’s not forget the dessert! Prizes for the winning dish out of each category will be handed out.
SEPTEMBER SCOUTING KICK-OFF EXTRAVAGANZA!

Each month Troops are encouraged to share their activities, of where they have been and what activities they are planning… Did you know that in 2009 in our North District, we had 1236 Boy Scouts in 41 Troops and 20 Venture Crews, and they earned 2737 merit badges with 749 Boy Scout rank advancements and 88 Scouts earning their rank of Eagle… It’s all about making a difference in the life of a boy, through leadership, value building, character development and patriotism… We had 123 Scouters to attend specialized training through out the year… Come to Roundtable, the coffee is hot and the food is good, prepared by the Roundtable staff. The Scout wisdom that is shared at Roundtable is priceless… Come see and be with some of the best veteran Scouting friends in the North District…
Also, we need and want your scouting pictures and stories of your troop activities so that we can write about them here in the Full Circle and in our hometown paper under “Neighbors Go”. Keep making a difference and get as much of the scouting movement that you can…

NORTH DISTRICT IS SENDING 2 TROOPS TO THE 2010 NATIONAL SCOUT JAMBOREE – AN EXPERIENCE OF A LIFETIME!
The 2010 Boy Scout National Jamboree is coming soon! Two Jamboree Contingent Troops, from the North District, are headed to the 2010 National Scout Jamboree this summer! They will travel to New York City and Washington DC before they arrive at Fort AP Hill Virginia for 10 days of FUN that a Scout will remember for a lifetime. The theme of this year’s National Jamboree is 100 Years of Scouting.
The two Jamboree Troops are headed by:
David Ragsdale – Jamboree Troop 1650 (Scoutmaster of Troop 876)
DeWayne Hughes – Jamboree Troop 1643 (Scoutmaster of Troop 835)
UNIT COMMISSIONERS
Our District Commissioner Debbie Chesley is expanding and growing our district leadership for 2010. There is wonderful opportunity for those individuals who want to grow in Scouting at the District level. Every Pack and Troop in the North District deserves to have a Unit Commissioner at the District level. Scout Masters as well as Cub Masters are encouraged to look for and recognize leaders who may excel at the District level from their areas. The Unit Commissioner has an opportunity for growth at the University of Scouting, where for those who wish to, could go on to earn a Bachelors, Masters, and Doctorate in Commissioner Science.
The Unit Commissioner is a great way for someone to get involved who may have limited time for campouts or specific responsibilities to our youth in Scouting. This is an administrative position helping our Packs, Troops and District to reach our Quality District goals. Candidates are those who want to make a difference, those who like to share ideas, those who may have a Eagle Scout in the family, those who grew up in Scouting or new someone who benefited from the Scouting movement, a parent who really enjoyed their son’s experience and would like to stay involved but no one thought to ask them to help at the District level. This is the opportunity for each of us to look around and encourage someone to share their talents and experiences, the gifts that they have received from the Scouting movement. If you’re Pack or Troop in the North District does not have a Unit Commissioner at the

MIKANAKAWA LODGE – LLANOS CHAPTER
The Llanos Chapter meets each month, the same night during Boy Scout Roundtable. All members of the OA in the North District are encouraged to renew your membership at the Circle Ten Council and be active with the chapter as a member with the program. We encourage all Troops to have representation at our monthly North District OA meetings…

CUBS START YOUR ENGINES! This event is sure to be fun for the entire family and bring some excitement to our Summer Cub Scout program. Each Cub can build their own car, or a den, patrol, or pack can work together to make a team car. Each team should keep their car-to-Cub ratio to 5:1. The cars will race down the hill using gravity to propel them down the hill and across the finish line.

Each car must comply with the safety rules which can be found here before it will be allowed to race. There are design suggestions in the Bear rank book and on the website. You can also Google Cubmobile for further design ideas. Each Cub must wear protective gear; their own safety helmet, football helmet, or racing helmet. Wear long pants, no open toed shoes and be able to demonstrate how to steer and brake their car. The races will be double elimination races. More information can be found here.
Bring water and sun screen, it will be hot.
Bring a picnic lunch.

Council / District calendars will be available.
It’s a great opportunity to find about district wide activities, meet leaders from other units and catch up on what they have been doing.

SOUTHERN SKY TWILIGHT CAMP
The last few weeks, hundreds of Cubs and Webelos from across the Southern Sky District have enjoyed the great outdoors and the incredible program put on as part of our annual Twilight Camp. This year’s camp was at Myers Park in McKinney and despite a rainout day, was a great success thanks to the efforts of all of the volunteers who made it happen.
Camp Director Stephanie Kirk and Program Director Michael Kleppe along with dozens of Directors, Walking Den Leaders and other support personnel went all out to put on a great program for record number of participants.
Hat’s off to all of the directors and to all of the volunteers who made this year’s Twilight Camp the best yet!
Don’t forget Program Preview on August 5th at the Allen LDS Church. Have a safe and fun summer – remember to follow the Guide to Safe Scouting in all of your summer programs.

GOLF TOURNAMENT:
Special thanks to Ron Wensel for leading the tournament that raised about $9,000 to provide Scouting to the youth in Tawakoni District.
TWILIGHT CAMP: CUB SCOUT INVESTIGATIONS:
Over 50 Cub Scouts and their parents attended Twilight Camp in June, special congratulations go to Pack 324 and Pack 335 for ending their first year as packs by having several boys participate in Twilight Camp.
Debi Jacques and Kellyn Tolly have done a fantastic job on this year’s camp and we are grateful to the staff at the National Guard Armory for opening their facility for us for long days and nights.
If you missed the camp your boys missed out on a lot of fun.
JOIN SCOUTING NIGHT
Join us on August 12 at 7:00 at the LDS church is the Join Scouting Night Training, everyone who was asked to be school coordinator needs to be there along with at least 5 other people per campus. District staff will do an actual run-through of the best way to run a Join Scouting Night. Applications and other materials will be given out that night. This event was moved earlier in August due to feedback from volunteers last year. The training for School Coordinators was held in May and coordinators are working all summer on arrangements.
Remember the Join Scouting Nights in Tawakoni are September 2, 7 and 9 at various campuses.

What a great time we had at Twilight Camp. This was the best one yet. We uncovered many new and exciting crafts, and shot an arrow straight to the target. Thanks to all those made a difference.

The Tomahawk District started the summer with a very successful Twilight
Camp in a new location. Early June, William Hayden, Camp Director and
Wendi Hanna, Program Director, along with tons of other invaluable
volunteers gathered at Rorie-Galloway Day Camp in Mesquite for the
annual Twilight camp. Each day, Monday through Friday from 4:00-8:30 pm,
around a hundred campers and dozens of workers enjoyed the newly updated
daycamp. There were several stations (including fishing, sports, crafts,
games, shooting sports, team building, geocaching, and a dunking booth)
that each of the ten dens rotated through each day. The weather
cooperated the entire week with no lightening or thunderstorms and
several days of a nice breeze. The Rorie-Galloway Daycamp was a
wonderful change of venue. The Tomahawk District is very appreciative
to the City of Mesquite Parks and Recreation Department for the use of
the facilities.
Summer campers are very excited, either after attending a session of
fun-filled camping at one of the Circle Ten Camps, Camp Constantin or
Clements Scout Ranch, or in anticipation of an upcoming week at Camp
James Ray. Many lucky troops are making the trek across the nation to
attend all or part of the National Jamboree held July 26 – August 4 in
Virginia. This is event is an opportunity of a lifetime, celebrating
100 years of scouting, a century of the finest outdoor and leadership
experience a boy could have! The program will reflect the skills of
Scouting-physical fitness, environmental conservation, our national
heritage, and the true spirit of Scouting. Some troops will also take
advantage of being so close to Washington D.C. by touring the Nation’s
capital and visiting historical sites. Regardless of the schedules,
memories will be made that will stay with the boys for life.
Even those who choose not to go to a camp this summer have been busy.
There are several Life Scouts working on their Eagle Projects. It seems
that there are several opportunities to help these fine men every
weekend. This is a great time to complete these projects because most
boys have a more relaxed schedule in the summer.
For those weekends that are not filled with camping, scouts can take
advantage of an opportunity coinciding with the 100th anniversary of the
Boy Scouts of America. This July marks the return of all-new episodes of
the hit show, Scouting for Adventure, an original series based on the
BSA and their flagship magazine, Boys’ Life. Airing Saturdays at 6:30
p.m. on the Outdoor Channel.

Troop Update from Troop 470, sponsored by West Dallas Community Church, just completed another successful year.
At the May Court of Honor, 8 Scouts were awarded the Scout badge, 11 Scouts achieved Tenderfoot rank, one Scout was awarded Second Class rank, three Scouts achieved Star rank, and one Scout was awarded Life rank. In addition, 8 Scouts were awarded 38 merit badges, earned at summer camp 2009 at Constantin and within the troop. Also 14 Scouts received their Totin’ Chip. Two Scouts and one adult were recognized for completing their Order of the Arrow Ordeal. Assistant Scoutmaster Mark Wood was awarded the Celtic Cross for his work with the Troop over the past seven years.
SUMMER CAMPING
During the first week in June, 17 Scouts attended Summer Camp at Cherokee Scout Ranch, where they worked on over 70 merit badges. In addition, three Scouts were called out for Order of the Arrow.
YOUTH PROTECTION TRAINING
Important Changes to the Boy Scouts of America’s Youth Protection Training Policies.
Recently, the Boy Scouts of America announced important changes to its Youth Protection policies. The purpose of these changes is to increase awareness of this societal problem and to create even greater barriers to abuse than already exist today in Scouting.
Effective June 1, 2010:
- Youth Protection training is required for all BSA registered volunteers, regardless of their position.
- New leaders are required to take Youth Protection training before submitting an application for registration. The certificate of completion for this training must be submitted at the time the application is made and before volunteer service with youth begins.
- Youth Protection training must be taken every two years. If a volunteer’s Youth Protection training record is not current at the time of recharter, the volunteer will not be reregistered.
All leaders please make sure you complete the Youth Protection Program online and forward a copy to Ophelia Phillips by fax 214-902-6797 or email.

It is time to start planning the 2010-2011 Scout Year! Program Preview is a key event in helping you plan your unit calendar. You will get dates on all events for 2010-2011. You will also get to meet the White Buffalo District team that makes sure all of the events happen. If you have not been to a Roundtable or any District event, then this is a great way to introduce yourself. As you prepare for the next year, don’t forget about popcorn. The popcorn sale is the best easiest way for your unit to raise funds for upcoming activities and program costs. If you have never taken part in the popcorn sale, then now is the time to get involved. The boys will enjoy selling it and the parents will enjoy the fact that they can reduce the cost of unit activities. ROUNDTABLES
Training is important for any level of experience and roundtables are a consistent source of training for all volunteers. At every roundtable there is a guidance session for Cub Scouts and Boy Scouts. However, these sessions are not the only way to learn. When attending roundtable volunteers have a chance to talk and bounce ideas off of each other. So come to roundtable and get some really great training. DISTRICT COMMISSIONER’S STAFF
Why is a Unit Commissioner so important? They are a mentor and friend to any pack, troop, or crew. They are a direct source of information whenever a unit has a question about rules, uniforms, programs, recharters, or advancement. We are looking for volunteers with at least three years of unit experience. It is important to have one unit commissioner for every 3 units. WHITE ROCK DISTRICT TWILIGHT CAMP
Our week of investigation and having fun at St. Pius X, was a blast. We had a record attendance of 134 boys, the most ever here in White Rock. We would like to take the time out and thank everyone for their help. We hope that the boys had fun and enjoyed the week.

Teams will compete in a number of events and attend seminars, to include: Arrest & Search, Bomb Threat, Shoot/Don’t Shoot, Traffic Investigation, Air Pistol Competition to name a few.
